Resumes of Project Staff <br /> <br />The resumes of the key persons working on this assignment are indicated in <br />Appendix II. Paul Tischler has over 25 years of relevant market, economic and <br />fiscal consulting experience. He has been involved in most of the fiscal studies <br />that TA has conducted. He has spoken on these topics to such diverse groups as <br />the American Planning Association, Government Finance Officers Association and <br />National Association of Home Builders. His over 25 years of relevant experience <br />will be important in this assignment. Mr. Tischler is familiar with Cabarrus <br />County from his past work in the Salisbury as well as Raleigh area. <br /> <br />A second person from TA working on this assignment is Linda Hollis, AICP. <br />Ms. Hollis has extensive experience in fiscal impact analysis as well as <br />infrastructure issues. She has represented the American Planning Association in <br />Congressional testimony on infrastructure. She is also a past national board <br />member of APA. Her fiscal impact experience in North Carolina includes <br />Raleigh, Nags Head and Currituck County. She lived in Raleigh and worked as <br />a planner for a statewide bank before receiving the Master of Regional Planning <br />degree from UNC-Chapel Hill. <br /> <br />A third person from TA participating in this assignment is Dwayne Guthrie, AICP. <br />Mr. Guthrie has worked as a planner in the public sector, focusing on <br />comprehensive planning, and has worked with TA on many fiscal impact studies. <br />His work on fiscal analysis as well as impact fees includes consideration of <br />financing issues. <br /> <br />Douglas Porter is a nationally recognized authority on all forms of growth <br />management. Through his 35 years related experience, Mr. Porter has analyzed <br />growth management policies, regulations, and practices as they relate to the <br />development process at community and project scales, and linkages between land <br />use patterns and infrastructure issues. He has worked with communities <br />throughout the U.S. on strategies and techniques for development. <br /> <br />Please see the resumes in Appendix II. <br /> <br />Availability of Key Personnel <br /> <br />Because of our extensive related experience in tbJs type of work, we will be able <br />to conduct this assignment and have the draft report received by the County within <br />two months from the contract date. <br /> <br />2 <br /> <br />- ~ Tischler & Associates, <br /> <br /> <br />
