June 13, 1995

ICABARRUSCOUN~I

NORIX CAROLINA

Mr. Jeff Barnhart
P.O. Box 707
Concord, NC 28026-0707

Dear Jeff:

Enclosed please find the bid submitted from the Canteen Corporation of Charlotte and a copy
of our Invitation to Bid package for our Congregate Nutrition Program. This was the only bid
received for this service.

I am aware that the county operating procedure is to re-bid in situations where only one response
is received. However, I would like to request that the Board of Commissioners award this
contract due to the following conditions:

· We have only received one bid for this program for the past several years.

Sherri Barnhardt and I actively recruited all of the local catering
companies that provide this type of service.

-- 2 companies contacted Sherri to info., her that they could not bid at
this time.

-- 1 company contacted the Department of Aging to inform us that they
could not commit to another program as large as ours at this time.

-- 2 companies did not submit a bid without a response.

The company that is currently providing the service has been purchased
and they are focusing on providing meals in college/university and
public school facilities and chose not to bid.

The Canteen Corporation of Charlotte currently provides this service in
Gaston and Iredell Counties and is waiting on the bid opening in Rowan
County. They have a state of the art facility and are highly recommended
by the programs that they serve as well as Centmlina Council of
Governments.

Department of Aging

PO.
