Workforce Reassessment Plan <br /> Effective June 26, 1995 <br /> <br />As a part of the 1992-1993 budget, a plan for an ongoing review of staffing levels was adopted, <br />and it was adopted again June 26, 1995. This plan is a serious effort to reassess the size of our <br />workforce. Its goal is to identify those positions that can be eliminated with minimal negative <br />impact on the delivery of services. The review process will be activated each time a position <br />becomes vacant: <br /> <br />All positions that become vacant will have their authorized funding immediately <br />frozen. <br /> <br />Department heads will then internally review the need for the vacant positions <br />based upon the maintenance of acceptable service levels, financial constraints, and <br />other pertinent factors <br /> <br />If there is no longer a need for the position, the County Manager should be <br />apprised of that fact in writing. <br /> <br />For those positions still deemed necessary, a release from the funding suspension <br />may be initiated by submitting a Request to Fill Vacancy form to the Personnel <br />Office. A release of position funding will not be automatic and will be granted <br />only at, er a thorough review of the justification(s) supplied by the department <br />head. <br /> <br />Requests involving positions that provide response to immediate threats to <br />citizens' lives, health or property will be reviewed upon receipt for <br />immediate release of funding. Examples of such positions include Home <br />Health Nurses, Deputy Sheriffs and Emergency Medical Technicians. <br /> <br />Other positions will have their funding "frozen" for sixty days. During this <br />time requests to unfreeze position funding will be reviewed. <br /> <br />Based on his assessment of these requests and the recommendations of the Budget and Personnel <br />Officers, the County Manager will "unfreeze" the funding for that position or recommend to the <br />Board of Commissioners that it be eliminated. For those positions unfrozen, the recruitment <br />process may then begin, but no one can be employed in the position until the end of the sixty day <br />period. <br /> <br />Should the Board of Commissioners not approve a recommendation for position elimination, and <br />if no other direction is provided, the position will have funding restored. <br /> <br />Adopted June 26, 1995 by the Board of Commissioners <br /> <br /> <br />
