NEED ASSESSMENT <br /> <br /> Cabarms County operates only one park - Frank Liske Park, and jointly operates Bakers <br />Creek Park with Rowan County and the City of Kannapolis. The Master Plan for Cabarrus <br />County Parks and Recreation recommends a minimum of seventeen additional parks be developed: <br />two district parks (200 acres or plus), six community parks (25 acres or plus) and nine <br />neighborhood parks (15-25 acres). <br /> <br /> People have moved into CabarrUs County by the thousands over the past ten years, and did <br />so for new career opportunities and better quality of life. However, along with the increase in <br />population has come the increased demand for park facilities. The demand for athletic fields has <br />never been greater. Unfortun,ately, many children and adults may be unable to participate in <br />organized sports because of the lack of playing facilities. In 1983-84, Cabarms County <br />Youth/Adult Athletic totals were 320 teams with 4,895 participants compared to 1993-94 totals <br />with 660 teams with 8,899 participants. These increases are staggering especially when compared <br />with the increased demand for recreational services and the need for more facilities. <br /> <br /> According to citizen input and Parks/Recreation standards in the Cabarrus County Parks <br />and Recreation Master Plan, Cabarrus County needs an additional three public swimming pools. <br />The recommended minimum number of facilities is calculated by determining the total facility <br />needs for the entire population of Cabarrus County and subtracting 30% of the total which can be <br />provided by other sources. Also in this Master Plan study, the needs expressed by organizations <br />and individual citizens were for a public auditorium for the purpose of meetings, performing arts, <br />etc. <br /> <br /> <br />
