To:

Cabarrus County Board of Commissioners

From:

Mr. Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject: Proposal for Limited Boat Fishing at Lake Concord

Upon numerous requests by Cabarrus County citizens for public fishing on Lake Concord,
Cabarrus County officials have prepared a formal proposal for Limited Boat Fishing at the Lake
Concord facilities. The proposal is for Cabarrus County to provide three general rental fishing
boats (14 feet long - without motors), and the necessary equipment (paddies, life jackets, throw
cushions, etc.). The projected cost for this equipment is estimated at $3,800.00. Rental fees will
offset these expenditures. The proposed rates charged will be consistent with those set by the
City of Concord: Full Day Rate $50.00 per boat and 1/2 Day Rate $25.00 per boat.

The proposed reservation will be on a seven (7) day per week basis. The hours will be
from 7:00 a.m. until sunset for the full day (Sunday hours are 1:00 p.m. until sunset). The half
day hours will be 7:00 a.m. until 12:00 noon and 12:00 noon to sunset. The preliminary proposed
annual dates are from April 1 st through October 31.

The Bakers Creek Park staff will coordinate the permitting and collection of fees from
citizens for these boat rentals. The Cabarrus County Sheriff Department has agreed to coordinate
the monitoring and supervision of the actual fishing boats at Lake Concord. The Sheriff
Department has also agreed to provide additional supervision with City of Kannapolis Police
Department to the Lake Concord Properties until the future park is built.

Cabarrus County will utilize the current State limits for Fishing Creel limits. The current
State limits are a total of five largemouth bass, only two can be under 14", all others must be over
14". Enforcement of these limits will be the responsibility of the Cabarrus County Sheriff
Department.

On Friday, August 4, 1995, the Chairman - Acting County Manager, Jeff Barnhart and
Cabarrus County Area Managers reviewed and approved this Limited Boat Fishing proposal;
however, the Cabarrus County Board of Commissioners is requested (1) to approve the new fees
and changes and (2) to approve of a budget amendment for the purchase of equipment
($3,800.00).
