MEMORANDUM

To:
From:
Date:

Cabarrus County Commissioners
Sarah W. LaBelle, Transportation Planner
July 25, 1995

Re: Draft Transportation Plan for the KANLACON Urban Area

The KANLACON Urban Area Transportation Plan is nearing the end of a comprehensive
reevaluation undertaken by the North Carolina Department of Transportation in
cooperation with the Cabarrus County Transportation Planning staff. This has been a
large effort that began in winter, 1993 which included a thorough inventory of area
housing and employment data. These data were used to forecast future travel patterns and
volumes on our existing street systems. A statistical model of the urban area with the
traffic forecasts was created to show where potential improvement projects might occur.
Information from County produced area plans and corridor studies were used to forecast
future residential and commercial growth patterns. Additionally, the impact of the new
Concord Regional Airport and other industrial and business parks were used as well.

Presented for your review is a map of the urban area detailing the improvement
alternatives as recommended. These alternatives are being presented to you for
consideration of politicai viability and thoroughness. Many of the new projects have been
carried over from the previous plan. These include both the northern and southern
portions of the Westside Bypass and improvements to Poplar Tent Road and NC73

A similar presentation will be made at the September Commissioner's meeting where the
Transportation Plan presented will include all local input collected from citizens through
public workshops as well as from the other elected officials representing the other
jurisdictions within the Urban Area. This will then be presented for your formal approval.
