ICAHARRUSCOUNI~I <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />JeffBarnhart, Interim County <br />Jim Cook, Social Services DirectOr <br />8-30-95 <br />Fund-Raiser for Foster Children~ <br /> <br /> I am writing to request the Board of Commissioners consider and set a fee for <br />use of a County facility at its September 5 meeting. <br /> <br /> In a recent senior management meeting, we discussed a suggestion for a fund- <br />raiser for our foster children's' Volunteer Fund which had been brought forward by <br />Benita Pennick, a social worker at the Department. We agreed that as the suggestion <br />involves collection of money from the public for use of County property, the Board of <br />Commissioners will need to consider and approve the amount collected as a "fee". <br /> <br /> Ms. Pennick has suggested using volunteers to operate a paid parking facility in <br />the parking lot at the County Office Complex during the week of the County Fair. <br />Proceeds would be deposited into the Volunteer Fund. The Fund has been operated <br />over the years by Department staffto provide Christmas gifts and other special needs for <br />children in foster care. It has had broad support from churches, organizations and <br />individuals in the community. The County Finance Office maintains the Fund in a <br />special trust account. <br /> <br /> Ms. Pennick has suggested a collection of $2.00 per car. The collection would <br />begin at the close of the business day at the Complex, after employees and citizens there <br />on County business have cleared the lot. It would continue until the lot's 165 spaces are <br />full. It would be done only on those evenings when a sufficient number of volunteers are <br />available. Local papers would be requested to announce these evenings in advance of <br />fair week. A donated sign would also be posted at the entrance to the lot explaining the <br />purpose of the parking fee. <br /> <br />The Social Services Board felt this would be a good and worthy undertaking. <br /> <br />Ms. Pennick and I will be on hand to answer questions. <br /> <br />Please advise me if additional information is needed. <br /> <br />Thank you. <br /> <br /> Department of Social Services <br /> <br />P.o.
