KANNAPOLIS

May 4, 1995

ECONOMIC DEVELOPMENT CORPORATION
316 SOUTH MAIN STREET
POST OFFICE BOX 1267
KANNAPOLIS, NORTH CAROLINA 28082-1267
(704) 932-9378

Mr. Gerald A. Newton
Planning and Development Area Manager
Cabarrus County
P. O. Box 707
Concord, NC 28026

Dear Mr. Newton:

The Kannapolis Economic Development Corporation is working to identify areas in and
around Kannapolis that would be suitable for business and industry. When identified,
our goal is to ensure the necessary amenities are in place to welcome development.
Zoning is one of those amenities.

We are writing you to support the proposed rezonings for properties along NC 73
between Interstate 85 and the future Westside Bypass. Our interest is in retaining areas
zoned for industry and so we encourage the Cabarrus County Planning Board to at least
keep properties already zoned industrial between the bypass and the interstate the same
designation. The owners of the Dogwood Business Park have plans to begin
construction in the near term, thus solidifying the area as a major employment corridor.
In addition, NC 73 already functions as a major corridor connecting Interstates 85 and
77.

Kannapolis is very interested in the development of this area based on the completed
annexation that will take place in 1999. In addition, with the alignment for the Westside
Bypass established by the Department of Transportation, we can identify the needs for
industrial and commercial areas. We would support the addition of Limited Industrial
along the south side of NC 73, as well as, the rezoning of land to Low Density
Residential on the western boundary of the Westside Bypass.

Thank you for the opportunity to give input on this issue. Please call us if there is any
other assistance we can provide.

Sincerely,

Scott J. Connell
President
