Planning and Zoning Commission Minutes <br />August 17~ 1995 <br /> <br />Page 8 <br /> <br />Applicant: Cabarrus County Planning~ Zoning~ Building Inspection <br />Request: Zoning Text Revision - Section 4-19, Access Points <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Cabarrus County Planning, Zoning, Building <br />Inspection Department for a proposed zoning text revision - <br />Section 4-19, Access Points. <br /> <br />Mr. Michael L. Byrd, Staff Member, addressed the Board <br />presenting Section 4-19, Access Points stating the Board asked the <br />staff a few months ago to draft possible revisions to the <br />Thoroughfare Overlay Zone. The main reason for that is Service <br />Distributing Company on Highway 24/27 & Highway 601. He <br />said the Board has in front of them two different items. Number <br />one is in Section 4-19, Access Points. Mr. Byrd said that there are a <br />few minor revisions to this section. Under new lots, the first <br />sentence, second line, we changed to "a subdivision street or an <br />entrance". The existing one just says "subdivision street, either <br />maintained or approved by the State of North Carolina or <br />approved by Cabarrus County Zoning Ordinance or Subdivision <br />Regulations". The old one did not include the zoning ordinance in <br />iL This would apply to a parcel of land where they would come to <br />Mike Downs and requested a entrance on a thoroughfare and that <br />way it would not come under either the subdivision regulations or <br />North Carolina Department of Transportation. That is the reason <br />for this revision. <br /> <br />The second one is our proposed addition to this section because of <br />the additional access points issue. An additional access point may <br />be approved, at the discretion of the Zoning Administrator for <br />access to Commercial or Industrial property. The approval of this <br />additional access point shall require the construction of both a left <br />turn and deceleration lane to serve that entrance. Mr. Byrd said the <br />owner of the property is obligated to put in both a right turn lane <br />and a deceleration lane to serve that entrance. Fie said the area of <br />these lanes used for vehicular storage shall be of standard lane <br />width (12 feet) and adequate in length to store a standard tractor <br />trailer and two automobiles.
