Little, Director
Cabarrus County Parks and Recreation Department

Request for Building Specification Modification for the proposed Rocky
River Elementary School

This letter is a formal request to the Cabarms County Board of Commissioners and the
Cabarrus County Board of Education to modify the building specification for the proposed
Rocky River Elementary School. The Cabarms County Board of Education and Cabarrus
County Board of Commissioners have jointly agreed the importance of utilizing the school/park
concept in planning the new Rocky River Elementary School; therefore, the Cabarrus County
Parks and Recreation staff have reviewed the proposed plans for the Rocky River School.

The proposed plans for a physical education room or gymnasium are inadequate in size
for community utilization in recreational basketball practices and games. The two major
concerns are (1) only 4 feet is proposed for out-of-bounds (wall) - recommend an 8-10 foot
boundary for the base lines; (2) only 30 feet is proposed for width of court - recommend 46 feet.
The length of court should be also increased from 70 feet to 84 feet. These size modifications
would be necessary to allow for safe and adequate play.

Mr. Dennis Yates of Yates/Chreitzberg Architects recommended to relocate the P.E.
storage room and P.E. office to the south end of the proposed gymnasium. Mr. Yates also
recommended to construct boys and girls restrooms for the gymnasium facilities. These
restrooms will be accessible to the outside for the utilization by the general public during
school/park hours.
