NORTH

October 11, 1995

To:

Mr. Jeff Barnhart, Chairman

From:

Steve L. Little, Director

Subject:

Request for Outdoor Athletic Fields Modification for the Proposed
Rocky River Elementary School

This letter is a formal request to the Cabarrus County Board of Commissioners
and the Cabarrus County Board of Education to modify the outdoor athletic fields
specifications for the proposed Rocky River Elementary School.

The proposed plans for the athletic fields are inadequate in size for community
utilization in recreation softball, baseball and soccer practices and games. The
Cabarrus County Parks and Recreation Department would like to recommend to
increase the size of the following facilities: (1) Baseball/Softball Fields - Specifications:
180 - 160 foot distance from homeplate. Recommend: 200 foot distance from
homeplate; (2) Soccer Field Specifications: 300 foot length by 180 foot width.
Recommend: 375 foot length by 195 foot width. These size modifications would be
necessary to allow for safe and adequate play for soccer, baseball and softball.
According to the architect and engineers, they foresee no additional charges for
grading, specifications, etc.

After careful review and joint discussion with the school architect, engineers, and
school officials, the Cabarrus County Parks and Recreation Department would like to
recommend to perform the civil site plans and the rough grading to two additional
soccer and baseball/softball athletic fields at Rocky River Elementary School site. The
only projected cost to perform these two additional fields is between $9,000.00 to
$10,000.00 for civil site plans, refining site plans, horizontal control, grading plan, storm
drainage system, erosion control plan, on-site water and sanitary sewer plans.

Due to the grading equipment being available at this site and large size of this
grading project, the project's architect stated jointly performing the project with the
school building will not increase the overall cost of the project or may increase it by a
small amount. The potential cost savings for Cabarrus County to perform this grading
for these athletic ballfields would be over $200,000.00 to $250,000.00.
