M

E M

0 RAN DU H

!CABARRUSCOUNI~]

NOST~ CA~OLINA

to:

from:
subject:
date:

John Day
Ben Mabrey, Sr.
800 MHZ Portable Radio
October 23, 1995

The 800 MHZ portable radios requested in the budgets for emergency management and
the fire marshal were frozen and subsequently removed from the budget.

It now appears that both Concord City and Kannapolis City emergency departments are
going to be operating on the 800 MHZ radio frequencies. Emergency Management responds to
all incidents in Cabarrus County including the cities. We need the capability of communicating
with all these departments.

A list of recent occurrences follows:

(1)

August 18, 1995 - flooding of David Drye's apartments on Highway. 73W, City of
Concord.

(2)

August 27, 1995 - flooding and evacuation of the Kannapolis Village Long Term Care
Center. Coordination of Kannapolis Police, Kannapolis Fire, Red Cross, Cabarms Rescue
Squad and Enochville Fire & Rescue.

(3)

August 27, 1995 - flooding and evacuation of several sections of the City of Concord.
Concord Fire and other Concord emergency personnel.

(4)

September 27, 1995 - diesel fuel spill along Highway 601 Bypass from Highway 49 to
Poplar Tent Road. Concord Fire Department.

We are responsible for response to these and many other incidents. The ability to
communicate with theses groups is essential. We depend on these people to do most of the work
during a response but we have to be able to communicate our needs. There is currently a patch
between the county VHF frequency and the 800 MHZ systems for dispatch. This is to permit
mutual aid with Concord Fire. This patch will be removed no later than July 1, 1996. Concord
Fire is using the 800 MHZ channels for emergency scene operations now. For this reason, we ask
that funding for these two radios be reconsidered.

BHM, Sr./gn

:'." · -'.: -;.~ :.4;! · 7AX 70~ 788 883!
