C~ <br />DATE: 11-I-95 <br />SUBJECT: Food Stamp Issuance <br /> <br /> I am writing to request the Board of Commissioners, at its November 6 meeting, <br />approve a budget amendment and award a bid which will provide for a change from post <br />office to mail issuance of food stamps. <br /> <br /> Attached are 1) a memo to me from Food Stamp Supervisor Kevin Ward which <br />contains background information and our recommendation, and 2) a budget amendment. <br /> <br /> We recommend the bid be awarded to Cost Containment, Inc., one of two tied low <br />bidders. <br /> <br /> The budget amendment budgets revenues to cover the expense which we estimate <br />will total $16,000 for January through June. <br /> <br /> This actually represents a significant decrease in projected issuance costs. Issuance <br />costs have not appeared in the county budget in the past. Under the post office issuance <br />system we have had, the state has paid the post office and subtracted the county share of <br />costs from social service administrative reimbursements due the county. In preparing the <br />budget for this year, we reduced anticipated administrative reimbursement revenues by <br />some $22,000 to cover the county share of post office issuance cost for the period January <br />through June. In changing to mail issuance, revenues we will draw will thus more than <br />cover the total issuance costs for this new method. <br /> <br />Kevin Ward and I will be available Monday night in case there are questions. <br /> <br />Thank you. <br /> <br /> Department of Social Services <br />P.O.
