ICASAR L S COUN I
NOR1~

TO:

FROM:

John V. Witherspoon, County Manager
Don Moorhead, Personnel Officer

DATE: January 11, 1994

SUBJECT: Leave Sharing Policy

The County Leave Sharing Policy, which was adopted for a one year trial period, expired after
December 31, 1993. I am recommending that it be continued in the revised form, as attached.

The program was well received and continues to be supported by a large number of employees,
including department heads and other supervisors. There were 104 individual contributions
totaling 1,100 hours of vacation leave. Six employees with serious medical situations received the
benefit of 939 hours of donated leave with 161 hours remaining in the "bank".

Changes to the expired policy are included in the attached revised policy and are:
1. An applicant must be employed in a regular status for twelve months rather than
six.
2. Leave will be deducted from the donors and placed in the "bank" instead of keeping
an ongoing file on employees willing to donate leave.

Requests for shared leave will continue to be monitored by the following procedures: 1. Review and recommendation by the department head.
2. Review and recommendation by an employee committee.
3. Final review and approval or disapproval by you.

This program was successful in its first year with employees providing assistance to fellow
employees experiencing serious and prolonged medical conditions. With the changes in the
revised policy, it can continue to help fill a major gap in our benefits - provision of short-term
disability income.

If you have any questions, please let me know.

lph

Attachment

Office of the County Manager

P. 0 Bcx 707 · Concord, NC 280260707 ,.~,"~"'"~.~ 788-8130 · Char!cite 375-0829
