PROJECT DESCRIPTION

Requesting Department: Cabarrus County Sheriff's Department
Project Title: Computer Aided Dispatch and Records System
Project Status: This is a new project.

Project/Equipment Description:

The exact hardware configuration varies depending on what system
we use, but the cost will not go any higher than listed under the
Cost Analysis on page 14 of this document.

Project/Equipment Justification:

The current population of Cabarrus County is approximately 100
thousand, but this current population figure is expected to
increase at a very fast rate. This growth rate is due in part to
Mecklenburg County proximity to Cabarrus County, and the many
D.O.T. road projects that will greatly enhance the mobility
throughout the county. The 1990 Census showed Cabarrus County as
the 25th fastest growing county in the state. The population seems
to increase at approximately 15 percent per year. This increase is
great for a tax base, but puts a higher demand on the public-safety
sector of Cabarrus County. For example, the Sheriff's Department
has experienced an average 6.75% increase in calls every year.
This approximates a call increase of 1,441 every year. In 1992,
the Communications Division received 48,506 requests for service
from the citizens of this county which is as shown below:

Sheriff's Dept:
EMS:
Harrisburg/Cabarrus Rescue
First Responders:
County Fire Departments:

38,164 Law Enforcement Calls
5,955 Medic Calls
7,153 Medic Calls
2,732 Medic Calls
904 Fire Calls

This centralized computerization project will increase the
effectiveness of the Sheriff's Department by allowing easy access
to critical data. The following areas would receive a benefit from
the new computer system: Sheriff's Dept., EMS, Fire Dept., First
Responders, Cabarrus Dive Teams, and Cabarrus and Harrisburg
Rescue. Firstly, this document will cover problem areas this
department is currently experiencing with record management and
dispatch, and then the proposed solution.
