Understanding residential growth rates in Cabarrus County

· The Cabarrus Planning Department has begun projecting population growth based on
the analysis of residential building permits for Cabarms County. In general, the number of new
housing permits (houses) multiplied by the number of persons per house gives us a population
projection. Projections are added to a base of 98,935 persons, the official, population count
of the County as of April 1, 1990, the date of the federal Census. Thus, the County's population
as of December 31, 1993 is estimated to be: 108,490 . Additionally, the Department can show
where (see Attachment One: Total Residential Permits Issued 1990-1993) growth is occurring
within the County on an annual basis.

· Growth in the County since the 1990 U.S. Census Count through December 31, 1993
has been relatively evenly divided between the municipalities and the unincorporated areas of
the County. That is, fifty percent of the new growth has been within the cities/town's
jurisdictions, the other fifty percent within the remaining portion of Cabarrus County (see
Attachment Two: Cabarrus County Population by Jurisdiction - 1994).

· The Planning Department's population projections show a significantly more rapid
rate of growth (2-3% per year) than either the N.C. State Office of Planning or Centralina
Council of Governments' show, the two traditional sources of population projections. Please see
Attachment Three: Population Projection Comparison). Because the Department's projections
are based on locally produced data (on houses that we can go count); they have a higher
likelihood of accuracy than the other two sources.

· Using Planning's data based on building permits, estimates (current numbers) or
projections (future numbers) can be prepared in any number of areas, for example, housing,
population, school age population, water & sewage usage. These data can be prepared in the
form of maps, graphs, charts, etc.

· Other Attachments:

Four:
Five:
Six:
Seven:
Eight:
Nine:
Ten:

New Housing Distribution Map for 1990
New Housing Distribution Map for 1991
New Housing Distribution Map for 1992
New Housing Distribution Map for 1993
Existing Subdivisions/Lots Available as of March 1, 1994
Adjusted New Housing Counts for Cabarrus County
Map of Available Lots as of March 1, 1994

Prepared by: Cabarrus County Planning, Zoning & BuiMing Inspections
788-8141
March I, 1994
