MEMORANDUM

To: John Witherspoon
From: Blair D. Bennett /~/q')//"

Date: March 1, 1994

Subject: Placement of Cabarms County Insurance

On Thursday February 24, 1994, Commissioner Payne, Blair Bennett, John Witherspoon, and
Don Moorhead met with officials concerning the selection of insurance coverage for Cabarrus
County. The first presentation was made by Everette Arnold relative to Cabarrus County
becoming self-funded for Workers' Compensation and General Liability/Auto/Property. The next
presentation was made by officials representing the N.C. Association Pool. They had
representatives from Sedgwick James and the N.C. Association of County Commissioners. These
meetings proved to be very informative as an open forum of questions and answers prevailed.

Cabarrus County is presently insured for all coverage with the N.C. Association Pool. It is my
recommendation and the consensus of the other county participants that Cabarrus County should
self-fund for Workers' Compensation using Lost time Control of Concord as claims agent. While
there is some potential for liability, the projected cost savings and the availability of historical
data seem to indicate that we should now make this change. Cabarrus County would be
responsible for up to $250,000 per accident with the following reinsurance limits.

Limits:

$5,000,000
2,000,000
5,000,000
250,000
90,000

Workers' Compensation
Employer's Liability
W.C. & E.L. Combined per accident
Retention per accident
Medical Retention First Payment Year of any claim

I am still recommending that Cabarrus County stay in the N.C. Association Pool for General
Liability/Auto/Professional Liability/Property coverages.

Please bring this matter to the attention of the Board of Commissioners for discussion and action.
