SUMMARY OF FINDINGS AND RECOMMENDATIONS <br />CABARRUS EMS STUDY COMMITTEE <br /> <br />The purpose of the Cabarrus Emergency Medical Services Study <br />Council was to review current EMS services and the method of <br />delivery, and make recommendations on how they might be improved <br />or modified to best meet the needs of the citizens of Cabarrus <br />County. <br /> <br />Our findings may be summarized as follows: <br /> <br />We have an EMS system that is excellent in many ways. We <br />have enhanced 911 to speed access to the EMS system; we have <br />telecommunicators trained to screen calls and provide pre- <br />arrival instructions, including CPR; we have excellent <br />support from trained first responders in many areas; we have <br />EMS personnel trained to the highest level permitted in the <br />State; and we generally have good equipment to work with. <br /> <br />e <br /> <br />Despite these strengths, our system is currently challenged <br />in many ways. Emergency call volume has increased 42% in <br />the last two years; and 16% in the last year alone. <br />Cabarrus EMS units participate in "move-ups" anywhere from <br />140 to 350 times per month--the lower number is reported <br />only because it can be kept to that number if personnel are <br />denied leave. Our response times, as noted below, indicate <br />that the system may be failing to achieve its desired <br /> <br /> <br />
