overload on urban units.

These recommendations are as follows:

Adopt as a goal of the Cabarrus County Board of
Commissioners that emergency medical services calls which
represent true emergencies be responded to in 8 minutes or
less, 90% of the time, in order to ensure that the training
of first responders and Paramedics has maximum impact on
patient care.

Place a new, full-time EMT-Paramedic unit in Kannapolis, at
a suitable location, with housing, to handle the 175+ calls
per month in that community.

Place an additional full-time EMT-Paramedic unit in Concord,
at Station 2, to handle overload calls in Concord and to
provide transport capability for a Quick Response Unit (QRV)
to be stationed in Midland (see below).

Place a full-time EMT-Paramedic QRV (operated with a single
staff person on each shift) in Midland to handle the 35-40
calls per month in that community. The EMT-P QRV provides
rapid response within the goals established above, and the
additional unit at Station 2 can provide transport
capability.
