ARTICLE I. ORGANIZATION OF PERSONNEL SYSTEM <br /> <br />Section I. Purpose <br /> <br /> The purpose of this Ordinance is to establish a personnel system which will recruit, select, <br />develop and maintain an effective and responsible work force. This ordinance is established under <br />the authority of Chapter 153A - Article 5 and Chapter 126 of the General Statutes of North <br />Carolina. <br /> <br />Section 2. Coverage <br /> <br /> All employees in the County's service shall be subject to this Ordinance, except as <br />provided in this section. <br /> <br /> (a) The following officials and employees are exempt: <br /> <br /> 1. Elected Officials;, <br /> 2. County Manager; <br /> 3. County Attorney; <br /> <br /> 4. Members of advisory and special boards or commissions; <br /> <br /> 5. Employees of the Board of County Commissioners or boards of education; <br /> <br /> 6. Employees of the Cabarrus County Tourism Authority; and <br /> <br /> 7. Employees of the Greater Cabarrus County Economic Development <br /> Corporation. <br /> <br /> (b) The following employees shall be covered only by the specifically designated Articles <br /> and Sections: <br /> <br /> 1. Employees governed by the State Personnel Act shall be subject to all Articles <br /> except Article II. <br /> <br /> 2. Employees of the North Carolina Agricultural Extension Service shall be subject to <br /> Article V, Section 1 and Article VI, Sections 1-3. <br /> <br /> <br />
