Bennett ~/~" <br /> <br />Date: March 1, 1994 <br /> <br />Subject: Placement of Cabarrus County Insurance <br /> <br />On Thursday February 24, 1994, Commissioner Payne, Blair Bennett, John Witherspoon, and <br />Don Moorhead met with officials concerning the selection of insurance coverage for Cabarrus <br />County. The first presentation was made by Everette Arnold relative to Cabarrus County <br />becoming self-funded for Workers' Compensation and General Liability/Auto/Property. The next <br />presentation was made by officials representing the N.C. Association Pool. They had <br />representatives from Sedgwick James and the N.C. Association of County Commissioners. These <br />meetings proved to be very informative as an open forum of questions and answers prevailed. <br /> <br />Cabarrus County is presently insured for all coverage with the N.C. Association Pool. It is my <br />recommendation and the consensus of the other county participants that Cabarrus County should <br />self-fund for Workers' Compensation using Lost time Control of Concord as claims agent. While <br />there is some potential for liability, the projected cost savings and the availability of historical <br />data seem to indicate that we should now make this change. Cabarrus County would be <br />responsible for up to $250,000 per accident with the following reinsurance limits. <br /> <br />Limits: <br /> <br />$5,000,000 <br />2,000,000 <br />5,000,000 <br />250,000 <br />90,000 <br /> <br />Workers' Compensation <br />Employer's Liability <br />W.C. & E.L. Combined per accident <br />Retention per accident <br />Medical Retention First Payment Year of any claim <br /> <br />I am still recommending that Cabarrus County stay in the N.C. Association Pool for General <br />Liability/Auto/Professional Liability/Property coverages. <br /> <br />Please bring this matter to the attention of the Board of Commissioners for discussion and action. <br /> <br /> <br />
