Box 707
Concord, NC 28026

Dear Mr. Witherspoon:

The 1994 special session of the North Carolina General Assembly allocated $12 million
dollars in Intervention/Prevention initiatives. Decisions on competitive grant recipients will be
made around July 15, 1994 for the 1994-1995 school year.

LEA's desiring to apply for the grant money must adhere to several specific provisions
of the legislation. One of the criteria that must be addressed is the formation of a task force
appointed by the local county board of commissioners. This task force should be comprised of
educators, parents, students, community leaders, representatives of the juvenile justice system,
mental health, the health department, the department of social services, and other agencies
serving children. To the extent possible the task force shall be representative of the racial and
socioeconomic composition of the geographic area to be served by the grant.

As the commissioners may be aware the Kannapolis City Schools has a sitting task force
organized for the Safe Schools grant application. The recommendations for the committee are
attached. They comprise the already sitting task force for safe school with several additions.

Time is of the essence as the time-line for the application is due June 1, 1994. We
respectfully request that we be allowed on the agenda of the May 2, 1994 Cabarrus County
Commissioners meeting. Thank you for your assistance.

Edward B.
