Whereas, there are more than 6,000 children in 3,750 North Carolina <br />fester homes with 70% of these children classified as having special <br />needs; and <br /> <br /> Wh~reas, there are 108 foster children in 31 foster homes in Cabarrus <br />County and in group homes who through no fault of their own have been <br />deprived of a normal home relationship involving love, shelter, and needs <br />that are the basic rights of all children; and <br /> <br /> Whereas, social agencies are so fortunate to have dedicated foster <br />parents to provide these children with the aforementioned needs; and <br /> <br /> Whereas, these ageficies are finding it more difficult to find an <br />adequate number of foster parents to provide the needed love and care for <br />these children; <br /> <br />THEREFORE, I proclaim May, 1994 as <br /> <br />FOSTER PARENT MONTH IN CABARRUS COUNTY. <br /> <br />Adopted this the <br /> <br />day of , 1994. <br /> <br />Chairman <br /> <br />Board of County Commissioners <br /> <br /> <br />
