ICASARRUS <br /> <br />May 10, 1994 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />John Witherspoon, County Manager <br /> <br />Jim Cook, Social Services Director <br /> <br />Suggested Legislative Goals <br /> <br /> I am writing in response to your memo of May 3 which requested <br />suggestions for the Board of Commissioners' legislative agenda. The following <br />are issues the Social Service Directors Association is pursuing. <br /> <br />(1) <br /> <br />FOSTER CARE FUNDING: Increased funding to provide higher <br />rates for foster parents, better training for foster parents and <br />case workers and to generally improve the foster care system. <br /> <br />(2) SPECIAL NEEDS FOSTER CARE: <br /> <br />children with special needs. <br /> <br />To increase the rate for <br /> <br />(3) <br /> <br />SOCIAL WORKER IMMUNITY: To grant immunity to social <br />workers for liability as a result of job-related performance <br />consistent with immunity of public officials. <br /> <br />(4) <br /> <br />SOCIAL WORK SCHOLARSHIPS: $1 Million to fund the "Social <br />Workers Education Loan Fund" (SB 1059, HB 1327). The program <br />would be administered by DHR with the student signing a legal <br />agreement to both work in a public child welfare position and to <br />accept a position in an underserved county.
