ICASARRUS

May 10, 1994

MEMORANDUM

TO:

FROM:

SUBJECT:

John Witherspoon, County Manager

Jim Cook, Social Services Director

Suggested Legislative Goals

I am writing in response to your memo of May 3 which requested
suggestions for the Board of Commissioners' legislative agenda. The following
are issues the Social Service Directors Association is pursuing.

(1)

FOSTER CARE FUNDING: Increased funding to provide higher
rates for foster parents, better training for foster parents and
case workers and to generally improve the foster care system.

(2) SPECIAL NEEDS FOSTER CARE:

children with special needs.

To increase the rate for

(3)

SOCIAL WORKER IMMUNITY: To grant immunity to social
workers for liability as a result of job-related performance
consistent with immunity of public officials.

(4)

SOCIAL WORK SCHOLARSHIPS: $1 Million to fund the "Social
Workers Education Loan Fund" (SB 1059, HB 1327). The program
would be administered by DHR with the student signing a legal
agreement to both work in a public child welfare position and to
accept a position in an underserved county. Loans would be
available to full time graduate and undergraduate social work
students enrolled in an accredited social work program.

Department of Social Services

P.O Box668 · Concord, NC 28026-0668 · (704) 786-7141
