Page 5 <br />Mr. Witherspoon <br />April 19, 1994 <br /> <br />Ct <br /> <br />The core functions of the Centralina PIC are policy guidance <br />(strategic planning and coordination) and program oversight <br />(program planning, labor market information, plan review, and <br />evaluation/monitoring). <br /> <br />The Centralina PIC meeting is generally held the second Tuesday of <br />the meeting month at 4:30 PM at Centralina COG in Charlotte. <br /> <br />Workforce Investment Boards (WIBs) -Workforce Investment Boards <br />or WIBS are designed to be the comprehensive planning <br />board/council for the development of a comprehensive workforce <br />investment plan. The WIBs will initiate planning, coordination, and <br />integration of various workforce preparedness services at the local <br />level, in addition to compiling labor market information and <br />conducting analysis. The Workforce Development Boards will play <br />a key role in the new re-employment system designed to better meet <br />the needs of dislocated workers and other individuals seeking to <br />enter or re-enter the labor force. <br /> <br />The Workforce Investment Board replaces separate governing <br />boards for individual federally funded programs. The composition of <br />the WIBS shall be employers, which shall be the majority and limited <br />to Chief Executive Officers, business owners, or plant managers; <br />officers from labor organizations and community based <br />organizations; chief local elected officials; and the balance from <br />community leaders in economic development, education, training and <br />academia, human service agencies, and other generally <br />acknowledged community leaders. <br /> <br />NOTE: <br /> <br />Current Private Industry Councils may become <br />Workforce Investment Boards if they meet all criteria. <br />The complete role for WIBs has not yet been defined. <br />If County Commissioners are interested in pursuing this <br />option for tP, e future, please contact David Hoitars at <br />Centralina for further information. <br /> <br />Specific Requests <br /> <br />Please obtain nominations and appoint two (2) individuals to fill the <br />terms of July 1, 1993 - June 30, 1995. Nominations and <br />appointments to fill the categories of Organized Labor and Private <br />Sector are requested. Mr. Fowler is eligible for reappointment as the <br />Organized Labor representative. Ms. black-Gold is eligible for <br />reappointment as the Private Sector representative. <br /> <br />If an individual does not wish to be reappointed to the PIC, please <br />obtain necessary nominations for appointments.
