Proposed Amendment Article HI - Pay Plan <br />Cabarrus County Personnel Ordinance <br />June 20, 1994 <br /> <br />ARTICLE II1. THE PAY PLAN <br /> <br />Section 1. Adoption <br /> <br /> The salary schedule, reflecting salary grade and class titles, as set forth in Appendix B, is <br />hereby adopted as the pay plan for Cabarrus County. <br />Section 2. Administration of the Pay Plan <br /> <br /> The County Manager shall be responsible for the administration and maintenance of the <br />pay plan. The pay plan is intended to provide equitable compensation for all positions reflecting <br />the differences in duties and responsibilities, the comparable rates of pay ~br positions in private <br />and public employment in the area, the financial conditions of the County, and other factors, To <br />this end, the County Manager shall from time to time make comparative studies of all factors <br />affecting the level of salary rar~ges and shall recommend to the Board of Commissioners such <br />changes in salary ranges as appear to be warranted. <br /> <br /> The pay plan of Cabarrus County shall be administered in fair and systematic manner in <br />accordance with work performed. The pay plan shall be externaIly competitive, shall maintain <br />proper internal relationships among positions, and shall recognize performance as the basis for pay <br />increases within the established salary range. <br />Section 3. Use of Salary Ranges <br /> <br /> The following provisions shall govern the hiring rate, as well as the granting of <br />within-the-range pay increments: <br /> <br /> <br />
