Box 707 <br />Concord, North Carolina 28026-0707 <br /> <br />Dear Henry: <br /> <br />I have reviewed your request for security services at Coddle <br />Creek Lake and in consultation with officer Keith Smith of my <br />department I would propose the following arrangement: <br /> <br />1. We need to reqDest authority from the County Commissioners <br />for me to hire an additional officer to replace officer Keith <br />Smith who I wilt assign as the primary officer for the Lake. You <br />will be using your.budgeted security funds to reimburse the <br />county for the expense of officer Smiths salary, benefits and <br />uniform allowance. This cost is projected at $36,934.81. (The <br />$36,000 you have wilt satisfy me because we will be hiring a <br />lower pay scale individual to replace officer Smith and it will <br />work out). <br /> <br />2. If the officer is approved by the County, Officer Smith will <br />work a schedule that meets the needs of the Lake patrol. At this <br />time he has advised me that the critical times for patrol at the <br />lake are as follows: <br /> Monday - Friday 3:00 PM until 9:00 PM = <br /> Saturday 6 - 9 A24 and 6 - 9 PM = <br /> Sunday 6 - 9 A~4 and 6 - 9 PM = <br /> Total <br /> <br />30 hours <br /> 6 hours <br /> 6 hours <br />42 hours per week <br /> <br /> This schedule of coverage will be adjusted to meet demand <br />and seasonal needs. The lake will receive 42 hours of service <br />per week for the expenditure. <br /> It would be an extremely inefficient utilization of manpower <br />to have one man work only these hours and require him to work 7 <br />days per week year round. If this arrangement is approved, we <br />will actually be using officer Smith and another officer to work <br />the Lake Patrol. Their schedules would be such that they would <br />be at tke Lake during the needed times and on regular patrol in <br />that area the other time. This will also provide a knowledgeable <br />relief person to cover for officer Smith when h~ ~ ~n ~,~~. <br /> <br /> <br />
