I think that we should submit an updated <br />application and vioorously pursLle one of the 12 new grants. <br /> <br /> [ had serious concerns when tmis program was initially <br />lnEroduced, fflu~ch effort went into redrafting the final <br />iegisla~ion and it is ~astl? improved over the original <br />version, it is ~mperative, in my opinion, that counties put <br />togelher groups reflecting wide spread input and interest to <br />~roperly monitor and administer this effort. <br /> <br /> To be successful , Smart Start must ultimately be run <br />and financed Sy the private sector. We are headed, even <br />tr~ougn slowly, in that direction. Cabarrus County can and <br />should be active in seeing that this trend continues. Smart <br />Start must also continue to focus on the premise that it is <br />the primar~ duty and responsibility of the parents to raise <br />children, not the state. Cabarrus County can be an integral <br />part in making sure this happens. <br /> <br /> [ hope yOU and our other commissioners will whole <br />heartedly endorse our new application and use your offices <br />to see the grant is properly and enthusiastically pursued. <br />If we receive a grant, let's work together to see that the <br />orogram is fiscally responsible and ultimately successful. <br />The money is being spent, lets work to insure that it is <br />spent wisely and well. <br /> <br />Sincerely, <br /> <br />Robert C.
