Planning and Zoning Commission Minutes <br />luly 21, 1994 <br /> <br />Page 16 <br /> <br />The Chair asked Mr. Marshall is there any commercial zoning anywhere near that <br />property? <br /> <br />Mr. Marshall said the closest strictly non-residential zoning to this would be the <br />Concord Speedway which is a limited industrial to the north. The nearest to the <br />south of commercial zoning would be the limited and general commercial zoning <br />around the crossroads at Highway 24-27 and U.S. 601 which is 2 1/2 to 3 miles <br />south of this property. <br /> <br />The Chair opened the Public Hearing on Petition 94-03. <br /> <br />Mr. Joe Crum, Petitioner, addressed the Board staff~ig- he is willing to work with <br />the board in any to get this property rezoned. <br /> <br />Mr. Charles Kneeburg, Resident, addressed the B6ard stating he and his wife <br />have lived in that area for nearly 30 years. When they first moved to that part <br />of the county, it was a quiet residential neighborhood. They now have another <br />commercial venture right up the road from them, the Concord Speedway. He <br />said the board would be setting a precedence here of granting commercial licenses <br />in a residential neighborhood. He said pretty soon their low density residential <br />neighborhood will be commercial. He asked the board to deny this application, <br />not just based on the venture that this man is putting in, but based on the <br />precedence that they will be changing the zoning in this area to something other <br />than what it was originally established for. <br /> <br />Mr. Crum said he lives close to the Concord Speedway himself. He said he will <br />not be running any engines, just equipment coming in and out, no noise. <br /> <br />Mr. Kneeburg said he would once again like to reiterate that the objection is not <br />so much against the business that Mr. Crum is wanting to establish. Rather, it <br />is the precedence that the board will be setting here tonight for future businesses <br />to come before the board and ask for waivers or rezoning request. Mr. Kneeburg <br />said if we are going to have zoning in this county, let's have zoning, otherwise <br />let's just through the laws out of the window and revert back to the way we were <br />years ago when anyone could build anything they wanted to, anywhere they <br />wanted to in the county. <br /> <br />The Chair said to Mr. Marshall that he talked about the land use plan needed to <br />be revisited. <br /> <br /> <br />
