Planning and Zoning Commission Minutes <br />Iuly 21, 1994 <br /> <br />Page 19 <br /> <br />The Chair stated that the board will take this as a recommendation to the <br />Commissioners on August 15, 1994, at 7:00 p.m. <br /> <br />Director's Report <br /> <br />Mr. Newton said he asked Jonathan Marshall, who is the lead planner in the Eastern Area Plan <br />to give them a report as he did last month. Mr. Newton said this is a implementation report on <br />what has happened since the plans have been done. Then he has three other items he would like <br />to bring to the board's attention. <br /> <br />Mr. Marshall said this implementation report and review was prepared by Sue Russell. He said <br />mostly he will be answering any questions that the board has; ~He said this is the second of these <br />implementation reports that he has given to the board. There were a couple of changes that will <br />need to be made based on something that we have seen since we finished the final copy of this. <br />He said he spbke again with Mr. Brownlow who has been active in organizing a Georgeville <br />Community Association. Mr. Marshall said one of the major goals of all of our areas plans was <br />to, in essence, spur action among residents to form some of these resident groups to be able to <br />address things proactively. We would certainly look forward to working with a Georgeville <br />Community Association. The other is that we point out in here that this is a unique area and <br />that the representation on this board among the 12 members, the 9 members and 3 alternates, <br />we said that there were 1 member and 2 alternates in this area. But actually Mr. Brownlow <br />would fall within this, so there is 2 members and 2 alternates that fall within this Eastern <br />Cabarrus Study Area. Many of the actions were taken up by the zoning ordinance and were met <br />through the adoption of that. Another one of the recommendations of this or some of the major <br />recommendations concern actions that the Town of Mount Pleasant take. Since this area plan <br />was adopted, we have entered into agreement to do their planning and zoning. We are <br />performing some of those actions for them including doing a long range plan for them. Again, <br />some of the things that have not been done concern in particular some assessment of historical <br />matters, historical sites, and historical graveyards. One of the things that has come up is the <br />Mount Pleasant Area Plan and with our dealings with the Mount Pleasant Board it is their desire <br />to look into having a historic district. He said Mary O'Donnell of our staff has done quiet a bit <br />of work in regards to that including putting together a sample ordinance for them already that <br />will be presented as part of our findings of the Mount Pleasant Area Plan. Mr. Marshall said <br />another one of the issues that he noted is that there seems to be some more action on is that <br />there was some discussion in this area plan about improvements to the County water lines and <br />water system in the area of Irish Potato Road and N.C. 73. There has been some further action <br />exploring what will need to be done there. <br /> <br />Mr. Newton said he would just add a comment or two to Mr. Marshall's presentation. He said <br />he has been told in the past and he suspects, because he has been told more than once, that it <br /> <br /> <br />
