Section VII. <br /> A. <br /> <br />Special appropriations to non-profit organizations shall be distributed after the execution of an agreement which insures that all County funds are used <br />for a statutorily permissible public purposes. <br /> <br />The County Manager is hereby authorized to transfer appropriations within a fund as contained herein under the following conditions: <br /> <br /> 1. He may transfer amounts between objects of expenditures within a department without limitation. <br /> <br />2. He may transfer amounts up to $20,000 between departments of the same fund. <br /> <br />3. He may not transfer any amounts between funds nor from any contingency appropriation within any fund without action of the Board of <br /> Commissioners. <br /> <br />4. Additional authority is granted to the manager to transfer amounts within and between funds for the sole purpose of funding salary and <br /> benefits adjustments. This is an exclusive authority granted by the Board of Commissioners and so ordered by this budget ordinance to carry <br /> out the following policy directives. <br /> <br /> a. A 2.5% Cost of Living adjustment for all non-law enforcement personnel. <br /> <br /> b. A 4.5% Cost of Living adjustment for all law enforcement personnel. <br /> <br /> c. A 40 l(k) contribution to all full time permanent employees equal to 5% of salaries. <br /> <br /> d. Lapsed salary funds will be used for continued implementation of training and developmental salary adjustments. <br /> e. Longevity salary payments will continue to be frozen at current lump sum amounts. <br /> f. $225,000 is appropriated for merit salary adjustments. <br /> <br />5. He may enter into and execute change orders or amendments to construction contracts in amounts less than $20,000 when the appropriate <br /> annual budget or capital project ordinance contains sufficient appropriated but unencumbered funds. <br /> <br />6. He may award and execute contracts which are not required to be bid or which G.S. 143-131 allows to be let on informal bids so long as the <br /> annual budget or appropriate capital project ordinance contains sufficient appropriated but unencumbered funds for such purposes. <br /> <br />7. He may execute contracts with outside agencies to properly document budgeted appropriations to such agencies where G.S. 153A-248(b), <br /> 259, 449 and any similar statutes require such contracts. <br /> <br /> <br />
