Pilkington <br />Health Director <br />Cabarrus County Health Department <br />715 Cabarrus Avenue West <br />Concord, North Carolina 28025 <br /> <br />Amendment No. 6 <br />Ground Water Monitoring Welt Installation and Sampling, and Gas Monitoring Well <br />Installation at the Cabarrus County Landfill <br /> <br />Dear Dr. Pilkington: <br /> <br />As you may recall, when we prepared the Transition Plan for the existing Cabarrus County <br />Landfill last April, I mentioned that it did not cover the installation and sampling of the seven <br />(7) new ground water monitoring wells or, the thirteen (13) methane gas wells that would <br />be required by the North Carolina Solid Waste Section as part of the review of the plan. At <br />the end of July, we received a letter from Mr. Bobby Lutfy of the Solid Waste Section <br />approving the Water Quality Monitoring Plan which CDM submitted as part of the Transition <br />Pian. The approval letter states that the new ground water monitoring wells must be <br />installed, the first sample taken, and a report summarizing the well installation procedures <br />and sampling results submitted to the Solid Waste Section no later than October 9, 1994. <br />The letter also states that the remaining three baseline sampling events and statistical <br />calculations that are required by Subtitle D must be completed by April 9, 1995. <br /> <br />In order to meet these very tight deadlines, it is necessary to act very_ quickly in order to <br />have the new monitoring wells installed so that there will be sufficient time to have the water <br />samples analyzed, and the report prepared, by October 9, 1994. I have prepared Amendment <br />No. 6 which will cover these services. The upper limit of the Task Order is $86,065. It <br />should be noted that more than one-half of that amount is for the work of subcontractors. <br /> <br />As mentioned, we need to move quickly in order to meet the October 9 deadline. If you can <br />give me a verbal authorization, we can proceed immediately. John Roberts was not in the <br />office today and thus he was unable to sign the Amendments.
