The Stay of Certification was dissolved somewhere around <br />July 22, 1994. The Cabarrus County Board of Elections was not <br />notified of the lifting of this order in writing eithar by the <br />Superior Court or by the State Board of Elections. <br /> <br />15. The State Board of Elections met on Friday, July 29, 1994 in <br />a conference call meeting. Mr. Hartsell was in telephone <br />attendance during this State Board meeting. He had learned of <br />the meeting late in the afternoon of July 28, 1994 and requested <br />permission to "Attend". When, during the telephone meeting, the <br />Attorney General's office suggested it was the obligation of the <br />Cabarrus Board to certify the recount results, Hartsetl advised <br />those participating, including counsel for the parties, of <br />certain issues (the question of a canvass not having been <br />conducted, the unresolved complaints, and the complaint appeal to <br />the State Board of Election from Sissine) about which the <br />Cabarrus County Board had concerns and needed direction or <br />clarification from the State Board of Elections. <br /> <br /> The State Board advised Hartsell these issues could not be <br />addressed at that time on the grounds that they were "outside the <br />sco~e of the conference call" meeting held Friday, July 29, 1994. <br /> <br /> <br />
