- 3 - <br /> <br />The Department is thus proposing the following: <br /> <br />1. The Child Victimization Council bE organized into three Sub-Committees, <br /> Public Awareness/Professional Training, Resource Development and <br /> Coordination, and the Child Protection Team. <br />2. Sub-committees have the following functions and responsibilities.: <br /> Public Awareness/Professional Training: Assess and prioriti~ public <br /> awareness and public information needs of the community; plan and undertake <br /> public awareness and public information efforts (eg., development and <br /> distribution of information brochures, holding a community meeting); assist <br /> other organizations in carrying out public information and awareness <br /> efforts (eg., N. C. Chapter of .the National Committee to Prevent Child <br /> Abuse State Conference, Governor's Regional Conference on Child Abuse and <br /> Neglect); assess and prioritize professional training needs in the <br /> community; sponsor and organize appropriate professional training events <br /> (eg., workshops for physicians, teachers, social workers, etc.) <br /> Resource Development and Coordination: Assess and prioritize service and <br /> other resource gaps and needs in the community; (e.g., through conducting <br /> surveys) develop services and other resources where practical (eg., develop <br /> a resource for providing volunteer services in some area of need); identify <br /> potential grant funding for needed services; advocate for needed resources <br /> with policy makers; identify and prioritize service coordination needs in <br /> the community and develop appropriate coordination mechanisms; identify <br /> programs in place in other communities which might be successfully <br /> replicated in Cabarrus. <br /> Child Protection Team: Carry out the case review responsibilities assigned <br /> to community child protection teams by the Governor's Executive Order and <br /> State policies in accordance with the Cabarrus'County Child Protection Team <br /> Operating Procedures, staffing individual cases to aid Protective Services <br /> staff on a case by case basis in assessing case situations, doing case <br /> planning, 'identifying available resources, coordinating services, <br /> identifying service needs and resource gaps, and bringing these to the <br /> attention of the Council. <br />3. Membership on the Child Protection Team be in accordance with guidelines <br /> provided by the State and with the Cabarrus County Child Protection Team <br /> Operating Procedures. Each sub-committee be organized to the maximum extent <br /> possible, however, based upon the priority interest of individual Council <br /> members. Council members would be polled to identify priority interests and <br /> would be assigned to sub-committees with their approval. <br />4. Each sub-committee have a chairperson selected by its membership (with the <br /> exception of the Child Protection Team where the Board of Commissioners in <br /> effect selects the Chairperson.) <br />5. The Council as a whole meet once each month. Sub-committees meet <br /> concurrently during the first portion of the Council meeting. The Council <br /> as a whole meet at the conclusion of each monthly meeting to receive reports <br /> from sub-committees, to take appropriate action and to undertake any other <br /> Council business. <br />6. The chairperson of the Council and the chairperson for each sub-committee <br /> serve as an executive committee for the Council. This group have <br /> responsibility for developing further policies and operating procedures for <br /> the Council itself which would be proposed to the Council for its <br /> consideration and approval. <br />7. This organization be effected by April 1992. <br /> <br /> <br />
