Cabarrus County Health Department

7l-5 Cabarrus Avenue W. · P.O. Box 1149 * Cor~cord, N, C~. 28026 . li49 · Area Code
Wilh'am F. Pilkington. Health Director

MEMO

TO:
FROM:
SUBJECT:
DATE:

William F. Pilkington, Health Director
Cindy Walker, Allied Health Director ~.~x.~
Justification for New Position
9-6-94

Cabarrus County Health Department has been awarded money to expand existing Breast
and Cervical Cancer Control Program (BCCCP) services by increasing our community organiza-
tion and outreach efforts. Our BCCCP caseload will be increased by 30% bringing the total
number of women served to 568. Grant monies support the addition ora half-time health educa-
tion position to accomplish this goal.
We currently have excellent resources to provide mammograms and paps and to refer
abnormals for physician follow-up. Our need is for additional manpower and resources to be able
to recruit eligible women, particularly minority women over the age of 50, into the program.
New staffwill expand community education efforts as well as work as part of the existing BCCCP
team in recruitment, follow-up, data entry, and records management. Our experience with this
population of women has shown us that reaching them and providing services to them is very time
consuming. In order to increase our caseload, additional staff time is required.
This budget amendment includes the addition of the above mentioned position plus a
change in an existing health education position. We would like to reduce the hours in an existing
position by 25% and apply that 25% to the new health education position bringing both to 75%
FTE. This change is being requested in order to meet personal needs of the existing health educa-
tor and to enhance the marketability of the new position. The net result is an additional 20 hours
per week of health education time.
