New,~t~n'TPlanning and Development Area Manager <br /> <br />October 12, 1994 <br /> <br />CDBG Administrative Services Award <br /> <br />On September 20, 1994, Cabarrus County was notified that we have been funded <br />$630,262 in 1994 Community Development Block Grant (CDBG) for Community <br />Revitalization of the Fishertown and Greybark area. This award is based solely on the <br />submitted application of May 16, 1994 as prepared by Stark Associates for Cabarrus <br />County. On September 21, 1994, I placed the legal advertisement in the Concord <br />Tribune requesting proposals from qualified firms for the Administrative Services of <br />this grant. Two proposals were received. One from Stark Associates with a ceiling fee <br />proposal of $119,000 and a second from Benchmark, Inc. with a ceiling fee proposal of <br />$125,000. The maximum fixed fee allowable for this project is $125,000. <br /> <br />I have reviewed both proposals based on a point system for various factors. Stark <br />Associates earned 60 out of 60 points and Benchmark, Inc. earned 54 out of 60 points. <br />On the basis of the evaluation criteria as applied to the respective proposals it is my <br />recommendation that the Cabarms County Board of Commissioners award the grant <br />administration to Stark Associates with a not-to-exceed fixed fee of $119,000. <br /> <br />Attachments <br /> <br /> <br />
