Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Mr. Witherspoon: <br /> <br />I am sending this letter to give you an update on the Community <br />Development Block Grant Dro~r-m and how local governments in this <br />region fared. Following this, I would like to review with you a <br />resolution which I would like your governing board to sign and <br />send to the Division of Community Assistance (DCA). <br /> <br />Many local governments throughout North Carolina are familiar <br />with the CDBG program, especially the Community Revitalization <br />(CDBG-CR) sector which provides money to local governments. The <br />program uses federal funds from HUD which are administered in <br />North Carolina by DCA in Raleigh. The program is targeted to low <br />and moderate-income persons and is used mostly to rehabilitate <br />homes, extend water and/or sewer lines, and pave roads. All <br />local governments, with a few exceptions, in Centralina's eight <br />counties are eligible to apply for these grant funds. Some <br />larger cities ( Charlotte, Gastonia, salisbury, Concord, and <br />Kannapolis) are considered "entitlement cities" and automatically <br />receive annual allocations directly from HUD. They are not <br />eligible for the State CDBG program administered by DCA. <br /> <br />Non-entitlement communities in this region have been moderately <br />successful in applying for and receiving CDBG grant funds in the <br />past from DCA. Indeed, over the past ten years, local <br />governments in each of our eight counties have been awarded CDBG <br />funds. Some communities have received awards on numerous <br />occasions. <br /> <br />This year's allocations showed a marked difference from previous <br />years. Eleven applications from our eight counties were <br />submitted- only three were funded.
