MAJOR POINTS OF PROPOSED SOUTH CAROLINA LEGISLATION <br /> <br /> CHAPTER 25 <br /> Regional Public Transportation Authority <br /> <br />A. Definitions <br /> <br />Joint Transportation Agency: <br /> <br />A regional transportation authority created by a contiguous state and joined by <br />one or more units of local government in South Carolina to provide service to <br />South Carolina. <br /> <br />B. Creation of a Joint Transportation Agency <br /> <br />A city or county may join a regional transportation authority created by a <br />contiguous state under the following conditions: <br /> <br />* Any county must be contiguous to the state and adjacent to the area creating <br /> the authority or contiguous to a county that has joined the authority <br /> <br />Any city must be a part of a county contiguous to the state and adjacent <br />creating the authority or be a part of a county contiguous to a county in <br />South Carolina that has joined the authority <br /> <br />The city or county will agree with the authority as to services and service <br />area, and all issues concerning membership in the authority <br /> <br />* The city or county must join a joint transportation agency by resolution <br /> <br />* The intended sources and amount of local funds necessary to support the <br /> operation of a joint transportation agency must be set forth in the resolution <br /> <br />* A vehicle registration fee may be levied on vehicles within the service area <br /> <br />The city or county may also be a member of an existing regional <br />transportation authority and the creation of a joint transportation agency shall <br />have no effect on the operation or funding of other regional transportation <br />authorities. <br /> <br />The creation of a jo'mt transportation agency shall have no effect on existing <br />public transportation services. Changes may occur only by mutual agreement <br />between the joint transportation agency and the unit of local government. <br /> <br /> <br />
