006

Unemployment (having no j6b or having lost a job) was the leading problem
causing problems with housing for both groups. Family problems was another
leading problem for both groups. Substance abuse problems had a relatively
high incidence for the Winter Night Shelter group.

Employment problems were more chronic and perhaps reflected a greater need
for vocational and related services in the Winter Night Shelter group.
Employment problems were more of a short-term or crisis nature for the All
Other Agencies group. Low income, coupled with current unemployment
problems were major problems for this group.

Winter Night Shelter clients have a variety of ongoing service heeds. The
Shelter, with a nights only schedule, does not have the capacity to refer
clients to other needed community services and to coordinate provision of
other needed community services to its clients.

Community agencies are apparently meeting most crisis needs of the families
in the All Other Agencies group well with the exception of emergency
shelter (where "no resource available" was recorded for 14 of 40 or 35% of
respondents in need). Long-term needs of this group including better
employment, affordable housing, and local transportation are not being as
well met.
