BACKGROUND

008

The Cabarrus County Task Force on Homelessness undertook a survey designed
to collect data on individuals and families experiencing problems with homelessness
during the months of January, February and March of 1992. A follow-up survey
was conducted during the period September 1, 1992 through October 15, 1992, a
period one-half the length of the earlier period and a time during which the winter
night shelter was not in operation. This reports data from the second survey
period. The survey form included as Attachment I was utilized by staff at the
foliowing community agencies: CCM, Salvation Army, CVAN, Department of Social
Services, Mental Health, Health Department, Housing Authority, and Travelers Aid.
Staff of these agencies were instructed to complete and submit a form when, while
interviewing someone requesting assistance, the interviewer determined that the
person being interviewed was without housing of his own or at immediate risk of

losing his housing. ("Immediate risk" was generally defined as being in the

eviction process. ) The survey collected data on characteristics of individuals and
households experiencing problems with homelessness and on needs for and
availability of services to address this problem. Social Security numbers were used
to identify duplications. Tables of all data are included as Attachment II.

SIGNIFICANT DATA FROM THE SURVEY

NUMBER OF RESPONSES (pp I - 4):

A total of 61 survey forms were completed. Of these, 60 were unique. 139 people
were represented by these responses. The distribution of responses from agencies
was as foliows: CCM 14; Salvation Army 17; CVAN 14; Social Services 15; and,
Travelers Aid, 11. For the earlier survey period the all other agencies group
submitted 135 responses, slightly more than two times as many in a survey period
which was twice as long. The number of responses from each agency is roughly in
r~nno~-ti~n tn th~ numbers from the earlier period.
