(The <br />AFDC-Emergency Assistance and Crisis Intervention Programs at DSS were not <br />in operation in the latter period and the Shelter was not operating.) <br /> <br />One interesting feature of the data is that those represented in the "Winter <br />Night Shelter" group in the earlier survey period did not appear to be seeking <br />assistance from other community agencies in any sigr~Jficant numbers during the <br />lattel~ period. Some of these persons may leave this community when the <br />Shelter is not in operation. Some members of this group may feel local <br />agencies do not provide services which they need or feel that they need. <br />Agencies may in fact not be providing services appropriate to the needs of this <br />group, especially when the Shelter is not operating. <br /> <br /> <br />
