TASK FORCE R~COMMENDATIONS The Task Force recommends the following: That there must be a joint private/public effort involving county and municipal governments, service organizations, churches, foundations, business and others to address this problem. Bo That the community move forward as quickly as possible through a broadened effort in meeting needs of the homeless. That implementation of the shelter model and array of human services contained in the Task Force report be the goal of the community effort. D. That management of the homeless shelter remain with CCMo Eo That efforts be made by CCM and community churches to expand volunteer manpower, food service and other support systems to expand shelter operations to year-round and to include at least part-day operation° That the County work with municipalities toward the possibility of jointly funding a case manager position for the shelter as an interim step in the development process. That the County work with CCM, Salvation Army, the municipalities, law enforcement, Chambers of Commerce, civic organizations, housing authorities and other appropriate groups to establish an implementation committee which would have responsibility for projecting costs, identifying an appropriate shelter facility, identifying and securing funding for use in acquiring/renovating such a facility, determining how additional ongoing operating expenses (e.g., maintenance, utilities) could be funded, and working with the community to assure the development of a shelter plan which will be accepted by the community and viewed as a community resource. That this Committee facilitate the development of additional services and interagency linkages needed to provide more comprehensive community services to persons experiencing problems with homelessness. That, because of the pressing needs of our citizens experiencing this problem and because of the inadequacy of existing community facilities and services, these needs be addressed in the 93-94 budgets of the appropriate governments and organizations to the extent possible. 023
