SECTION A. <br /> 1. <br /> <br /> CABARRUS COUNTY LEGISLATIVE PROGRAM <br /> <br /> 1993 <br /> <br /> LOCAL BILLS <br /> <br />Repeal 1941 law regulating public address systems <br /> <br />Reason: Impossible to enforce; has been largely ignored. <br /> <br />AN ACT TO PREVENT THE OPERATION OF LOUDSPEAKERS, <br />AMPLIFYING SYSTEMS, AND PUBLIC ADDRESS SYSTEMS <br /> IN CABARRUS COUNTY <br /> <br />The General Assembly of North Carofina do enact: <br /> <br /> Section 1. That ]t shalI be unlawful for any person to operate any <br />loudspeaker, amplifying system, or public address system for the purpose of <br />making voice, music or other sound audible outside of the structure or vehicle <br />',,,'herein the sound originates, unless the operator of such loudspeaker or <br />amplifying system has secured a permit from the board of county <br />commissioners. Such permits shall be issued only after a finding by the board <br />that the proposed operation of such loudspeaker or amplifying system will not <br />be injurious to the public welfare of the county: Proxfded, that this Act shall <br />not apply to any person operating such sound devices wholly within any <br />structure or vehicle for the better hearing of guests or patrons therein; <br />Provided, further, that this Act shall not prevent the use of such sound devices <br />when the purpose of such use is to prevent loss of life or injury to persons or <br />property. <br /> <br /> Section 2. Any person violating any of the provisions of this Act shall <br />be guilty of a misdemeanor, and, upon conviction, shall be punished by fine <br />or imprisonment, in the discretion of the court. <br /> <br />Section 3. That this Act shall apply only to Cabarrus County. <br /> <br /> Section 4. That all laws and clauses of laws in conflict with th~s Act <br />are hereby repealed. <br /> <br /> Section 5. That this Act shall be in full force and effect from and <br />after its ratification. <br /> <br />In the General Assembly read three times and ratified, this the 12th day of <br />March, 1941. <br /> <br /> <br />
