LENBURG C O U~"I'Y'S <br />PROPOSED PAYROLL TAX <br /> <br />We, the Board of Commissioners of Cabarrus County, North Carolina, do hereby adopt the follov,~ng resolution <br />La opposition to Mecklenburg Counb"s proposed payroll tax. <br /> <br />W'hereas, the .Mecklenburg County Board of Commissioners have proposed a one percent (1%) payroll tax upon <br /> persons employed v,'kh~ Mecklenburg County. <br /> <br />.-knd whereas, tbJs one percent (1%) tax is estimated to generate 94 mRllon dollars for Mecklenburg County wkh <br />one half of the dollars generated from commuters lo be forwvaded to the home county of the commutLug <br />empJoyees being taxed. <br /> <br />A.~d whereas, the t'-~ is aimed at commuters who work in .Mecklenburg County and 1P~,e ~n ne~ghborLug counties, <br />thus creating a taxatioa vchhout representation for au estimated 16,000 Cabarrus County residents. <br /> <br />A.ud whereas, the Cabarrus County Board of Commissioners believes that our commuting cStlzens are not <br />responsible for Ibc major Lty of the costs assoda;ed v.'kh Mecl'Jenburg Coun~:s budget, ~ncIud~g the major areas <br />of schools, soda] servhes, and other enthlemen:s. <br /> <br />And '~'h ereas, the Cabarrns County Bo~'d of CommlssJoners realizes that a slgn]ficant p~ece of my count), budget <br />is -~o funded through s~les l~es, stale revanues ~nd ~nl5. And that the residents of n6ghboH~g counties lo <br />Medlenburg spend an enormous amount of money ~dthin Mecklenburg Count, boosting 5ts loom economy, as <br />we~ as its sales t~ revenues. <br /> <br />And whereas, we neighboring counties to .Mecl:]enburg, currently are paring for ser~qces such as fire, police, <br />schools, and various other services rcqu~ed by our residents that commule ~o .Mecklenburg County wh~]e <br />Mecklenburg Count)' collects the taxes generated by those companies which depend on our residents lo function. <br /> <br />And whereas, the Cabarrus County Board of Comm~ssloners believes that a payroll tax of thh nature would be <br />detrimental 1o promoting the regSonalism !hat all surrounding counties are currently pursuing. <br /> <br />Therefore, be il resoh'ed, that the Cabarrus County Board of CommhsSoners hereby urges the Mecklenburg <br />Coumty Board of Commissioners to drop their appeal to the North Carolina General Assembly regarding this <br />payroll t2x. <br /> <br />And be it furlher resolved, teal we request tka! al! nelghbor[ng counties jo[n v,'5~h us ~n urging the Mecklenburg <br />County Board of Commissioners to drop their 2ppeal to the North Carolina General Assembly regarding this <br />pa)roll tax. <br /> <br />And be it further resolved, that the Cabarrus County Board of Commissioners will forward this resolution Io <br />the M'ecklenburg Counly Board of Commissioners, the Boards of County CommlssJoners that neighbor <br />Mecklenburg County and to our local delegation lo thc General Assembly. <br /> <br />Adopted this the 1st day of February., 1993. <br /> <br />Carolyn B.
