NORTH CAROLINA ASSOCIATION OF COUNTY COM~ISSIONERS (Cont.) <br /> <br />PROPOSED LEGISLATIVE GOALS <br /> <br /> General Government <br />(As approved at the Legislative Goals Conference, December 10-11, 1992) <br /> <br />1. Support for Libraries <br /> <br />Support continued funding for public library construction, specifically an additional $1 million <br />in state aid and $1 million for library construction in each year of the biennium; support <br />legislation to provide relief from the Department of Cultural Resources requirement that libraries <br />must receive a local appropriation of no less than the previous year to maintain their eligibility <br />for state financial assistance, possibly through adoption of a system of funding through block <br />grants; and support legislation to decriminalize failure to return library books so as to bring about <br />a more realistic system for penalizing those who fail to do so. <br /> <br />2. Fees for recording terminations of Uniform Commercial Code Statements <br /> <br />Support legislation to amend G.S. 161-10 to include the recording of termination of UCC <br />statements. <br /> <br />3. Building Inspections <br /> <br />Support legislation to amend Chapter 840 of the 1991 Session Laws, relating to the duties of <br />building inspectors, to: <br /> <br />delete requirements that building inspectors assume responsibility for assuring that general <br />contractors carry Workers' Compensation insurance when failure to do so can result in <br />misdemeanor charges against building inspectors; <br /> <br />expand the exemption of G.S. 87-1 to allow farmers who lease as well as own their land <br />to construct farm buildings without being required to employ a general contractor; and <br /> <br />permit increased flexibility and a shorter occupancy requirement for persons constructing <br />or altering buildings for use by themselves or by members of their family. <br /> <br />a:l.92goalslgengov.doc\l 1-23-92 <br /> <br />C-8 <br /> <br /> <br />
