NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS (Cont.) <br /> <br />PROPOSED LEGISLATIVE GOALS <br /> <br /> Environmental Protection <br />(As approved at the Legislative Goals Conference, December 10-11, 1992) <br /> <br />1. Solid Waste Mana~eraent <br /> <br />Seek legislation to facilitate implementation of the Solid Waste Management Improvement Act <br />of 1989, to include: <br /> <br />provisions to assure that all of the costs of county solid waste management systems, <br />including all methods of disposal and the cost of providing recycling programs, are paid <br />by waste generators; <br /> <br />stronger penalties to prohibit unlawful dumping of waste, including reenactment of <br />legislation to prohibit dumping of trash in receptacles without the owner's permission; and <br />authority for counties to offer rewards of up to $500.00 for information leading to the <br />arrest and conviction of persons for the crime of felony littering. <br /> <br />redirection and utilization of staff in the Department of Environment, Health and Natural <br />Resoumes to expedite decisions on solid waste disposal facility permits and permit <br />renewals. If additional staff is necessary to expedite these decisions, funding would be <br />provided through state revenue sources. <br /> <br />2. Environmental Health <br /> <br />Support legislation to improve environmental health efforts in North Carolina, to include: <br /> <br />Additional flexibility in local cost recovery efforts such as fees for inspecting package <br />treatment plants and other facilities; <br /> <br />A requirement that an owner or operator of a package treatment plant be required, as a <br />condition of a construction permit, to post a performance bond with the state to assure <br />that provision is made for continued operation and repair of the plant; <br /> <br />Increased funding for environmental health programs, to be made available in block grant <br />form so as to enable counties to meet needs that are most pressing in individual <br />communities. <br /> <br />3. Hazardous and Radioactive Waste <br /> <br />Support legislation: <br /> <br />To assure that county officials in counties that are potential sites, in counties adjacent to <br />those counties and in counties within 25 miles of proposed sites, for the low-level <br />radioactive waste depository or for regional hazardous waste disposal facilities, are <br />notified early in the site selection process and are afforded meaningful participation in <br />both the site characterization process and in monitoring activities; <br /> <br />OVER <br /> <br /> c- 3 <br /> <br /> <br />
