Unlform/Prototvpe School Building Design <br /> <br /> Seek legislation to require the Department of Public Instruction to develop energy and <br /> operationally efficient prototype school building plans that could be used or adopted by local <br /> boards of education. <br /> <br />8. Funding for Exceptional Children Programs <br /> <br /> Support legislation to remove statutory caps on state funding for exceptional children's programs. <br /> <br />9. State School Funding <br /> <br /> Support legislation to limit state funding to one school administrative unit per county. <br /> <br /> I0. Sewage Discharge Requlrements for Schools <br /> <br />Support legislation to provide financial assistance to ameliorate water quality problems associated <br />with violations of reg-ulatory requirements regarding sewage generated at school sites; and to <br />abate fines imposed by the Division of Environmental Management and facilitate compliance <br />with Division regulations through special orders of consent. <br /> <br />11. Governance <br /> <br />Support a restructuring of the organization of the State Board of Education to improve the <br />harmony between the Superintendent and Board members, provided that any plan be subject to <br />approval of the voters of North Carolina. <br /> <br />12.
