State Mandates <br />Seek legislation to impose statutory or constitutional requirements that the state provide adequate <br />funding to support programs mandated by the state. <br /> <br />2. State Reimbursements <br />Seek legislation to either (a) restore growth indexing of state reimbursements paid to local <br />governments to replace taxes'repealed by the General Assembly (inventory tax, intangibles tax, <br />household personal property tax), or (b) replace state reimbursements with new locally levied tax <br />sources or dedicated state-collected taxes. This legislation should provide that these revenues are <br />protected in future years and are not subject to the uncertainty of the annual budget- <br />appropriations process. <br /> <br />3. State-Collected Local Taxes <br />Seek legislation to restore the automatic distribution of the actual proceeds of the intangibles tax, <br />beer and wine taxes, and utility franchise tax. <br /> <br />4. Fiscal Impact Statements <br />Seek legislation to stren~hen state law requiring estimates of fiscal impacts of proposed <br />legislation and state rules. <br /> <br />5. ABC Revenues <br />Seek legislation to provide an increase in the share of revenues from ABC profits that are <br />distributed to local governments. <br /> <br />6. Health Facilities Plan <br />Seek legislation to provide for development of a long-range plan for the financing of local public <br />health facilities. <br /> <br />7. Recovery of Unpaid County Fees <br />Support legislation to authorize counties to garnish to recover unpaid county fees. <br /> <br />FINANCE <br /> <br />1. General Oblieation Bond Authority <br />Seek legislation to allow counties to issue up to one-half of one percent (.5%) of their assessed <br />valuation in General Obligation Bonds without public referendum. <br /> <br />2. Special Oblio~ation Bond Authority <br />Seek legislation to extend the ability of local governments to use Special Obligation Bonds for <br />facilities in which to provide services authorized by G.S. 153A-149. <br /> <br />3.
