CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> RESOLUTION <br /> <br />WHEREAS, the United States Congress has mandated local programs and/or services <br /> without providing adequate funding for these programs and services; and <br /> <br />WHEREAS, <br /> <br />the use of local tax dollars to fund these mandated programs severely limits <br />the ability of local governments to provide other needed services, <br />infrastructure and capital needs for its citizens; and <br /> <br />WHEREAS, <br /> <br />the Gaston County Board of Comnfissioners has adopted resolutions opposing <br />federally mandated local programs and allocating last year's portion of newly <br />mandated funding of its Social Services budget to the Gaston County Schools <br />and Gaston College; and <br /> <br />WHEREAS, <br /> <br />the Gaston County Board of Commissioners has further taken a stance to <br />freeze federally mandated programs at last year's funding levels due to the <br />inability of local governments to afford to fund the mandated increases. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby support the Gaston County Board of Commissioners in its <br />opposition to legislation which mandates local programs and/or services without providing <br />adequate funding for said programs and services. <br /> <br />BE IT FURTHER RESOLVED that the Cabarrus County Board of Commissioners will take <br />a stance in the upcoming 1993-94 budget discussions to freeze federally mandated programs <br />at last year's funding levels due to the County's inability to afford to fund the mandated <br />increases. <br /> <br />BE IT FURTHER RESOLVED that copies of this resolution shall be forwarded to members <br />of the North Carolina Congressional delegation and to our local delegation to the North <br />Carolina General Assembly. <br /> <br />Adoi, ted this the 15th day of March, 1993. <br /> <br />(RESOLUTION ADOPTED BY CABARRUS COUNTY BOARD OF COMMISSIONERS <br />ON MARCH 15, 1993) <br /> <br /> <br />
