BUDGET SEPARATION ACT <br /> <br />ARTICLE I <br /> <br /> m The budget shall henceforth, in alt places applicable, be separated into three distinct <br />parts, as follows: <br /> 1. Federally mandated spending <br /> 2. State mandated spending <br /> 3. Cotmty Spending <br /> <br /> b. Each part shall be treated as separate and distinct, and shall be subdivided to show <br />areas and amounts of spendlng. <br /> <br /> o. All budget and tax doc,ments shall demonstrate this separation of budgets and the <br />portion of revenue dedicated to each. <br /> <br />ARTICLE II <br /> <br /> a. All present and future mandates shall be classified and catalogued into the <br />appropriate budget <br /> <br /> b. Upon receiving a new law or mandate, an esgmate shall be made as to the total of <br />any and all costs oflmplementation of~hat law or mandate. <br /> <br /> c. A determination shall be made of the amount ofincx'ease to the property tax rote <br />necessary to meet that cost. <br /> <br />ARTICLE 171 <br /> <br /> a. The taxpayers shall be notified immediately of the name and title of the mandate, its <br />budget classification, and the amount of increase in taxes levied for it. <br /> <br /> b. Notification shall be accomplished by way of a slatement mailed to each taxpayer <br />for each new mandate. <br /> <br />C. Mailing ~ha11 be completed wi~hl- forty-five days ofr~xlpt of new mandate. <br /> <br /> <br />
